Section 6. PROVINCIAL PARKS (pg 32-33)

Amend the paragraph titled as (ii) Historical to read:

"Comprehesive studies dealing with the representation of historical resource themes relevant to the Northwestern Region are lacking. One area that was identified for historical resource representation is located in the Dryden District in the Goldrock area. At the time, this area was felt to constitute the best surviving example of mining and milling associated with the Northwestern Ontario Boundary Waters Gold theme.

However, further analysis of the Goldrock area in the mid-to-late 1980's, indicated that regulating the site as a provincial park was not feasible. This was due to the presence of potential mine hazards on the site, land tenure issues and the remaining high potential for further mineral occurrences. As a result the Goldrock area is now included in the surrounding area, Upper Manitou, Boyer Lakes."

Recommended Changes to Section D: land use areas - guidelines in the Dryden District Land Use Guidelines

Strike section 4. GOLDROCK (pg 51) in its entirety.

Recommended Changes to Map 2: Dryden District Area Descriptions (pg 43) and the larger map inside the back cover in the Dryden District Land Use Guidelines

Delete Area 4 from these maps, and incorporate the Goldrock area into Area 10, Upper Manitou, Boyer Lakes Area.

The Goldrock area will be incorporated into Area 10. Upper Manitou, Boyer Lakes Area and the land use policies of that area will apply.

4. Need for Amendment and Analysis [to be completed by originator]

Provide a summary of why the amendment is being proposed, the anticipated benefits and impacts, public implications, etc.:

  • This amendment is required to reflect a decision made in the mid-to-late 1980's to not regulate the Goldrock area as a historical class provincial park. At the time of rendering this decision, the Ministry of Natural Resources did not process the required DLUG amendment. In order to ensure that new policy reports being prepared for inclusion in the Crown Land Use Atlas reflect current planning direction, it is necessary to amend the Dryden District Land Use Guidelines to reflect this decision.
  • The decision not to proceed with regulation was made over a decade ago. As the amendment is required for documentation purposes only, it is considered to be minor in nature.
  • By not regulating the area as a provincial park, the representation of this theme segment will not be realized in the Northwest Region.

5. Screening of Amendment [to be completed by MNR coordinating office]

Date proposed amendment received by Ministry of Natural Resources [applicable only to external amendment requests]:dd / mm / yy

Decision on Classification of Amendment (indicate where a determination has been made that the classification should be different from what was originally outlined in section 2 of this form.):

  • The amendment affects both general and site-specific land use policies. It is a minor amendment because it reflects a previous decision made over a decade ago that was not documented in the Dryden District Land Use Guidelines. The decision not to regulate was based on the acquisition of new information that indicated it was not feasible or appropriate to regulate the area as a provincial park. The amendment does not establish any new land use policy at either the general or site-specific level.

Screening decision and rationale (indicate which of the five screening categories the amendment has been assigned to and rationale):

  • (a) The proposed amendment warrants consideration, and should be processed in the short term, so the decision can be reflected in the policy report for the new Crown Land Use Atlas before it becomes available to the public.
Screening decision made by [name, title]:Ralph Wheeler, A/Regional Director, Northwest Region
Date:26 / 08 / 02

Date screening decision sent to originator [applicable only to external amendment requests]:

6. Public Consultation [to be completed by MNR coordinating office for amendment proposals that proceed after the initial screening]

Describe the scope of public consultation that was carried out, including the rationale for the consultation approach. (Where consultation has occurred as part of a separate planning process that is adequately documented elsewhere, refer to the existing documentation):

  • No public consultation has been carried out because this amendment recognizes an existing decision that was made some time ago, and is not related to the application of a planning process. The decision not to regulate the area was based on new information and analysis that was not available when the original recommendation was made. The land use policy from the surrounding DLUG area will apply.

Summary of Public Input (Where there is adequate documentation elsewhere, e.g., EBR decision notice, refer to the location of the documentation):

  • Not Applicable

7. Decision on the Proposed Amendment [to be completed by MNR coordinating office]

Outline of MNR decision including rationale:

Goldrock was removed from consideration as a proposed historical class provincial park in the 1980's. This decision was a result of more detailed analysis that indicated the site was not appropriate for this designation. The amendment is supported to ensure that proper documentation is in place to describe the reasons behind removing Goldrock as a proposed park.
